(1) To increase the distribution of any essential substance, to maintain it or to cause equal distribution or to obtain it at a reasonable price, if the Government of Nepal or the State Government deems it necessary or reasonable, the prescribed such essential substance by notified order. may regulate or control the production, distribution or trade in the place.

(2) Without adversely affecting the generality of the rights conferred by sub-section (1), such order may do as follows:-

(a ) to regulate or control the storage, distribution, transportation, production, trade consumption of any essential substance by issuing permits or in other ways,
(b) To determine the price of sale or purchase of any essential substance or to control it in such a way that the current price of any essential substance cannot be increased without the approval of the authority specified by the notified order,
(c) not to allow the pledgee to sell the essentials which are usually held for sale,
(d) To compel the person who has stockpiled necessary materials to sell the whole or specified part or part of such stockpiled materials to the Government of Nepal or the State Government or any officer or any person or class in the specified area under specified conditions,
(e) To regulate or prohibit commercial or financial transactions related to any essential substance if deemed necessary in the interests of the general public,
(f) to collect news or data with the intent to regulate or prohibit any or all of the foregoing,
(g) To compel the person who stores, distributes or trades in any necessary substance to keep the relevant records and books in good order and to submit such records and books for the purpose of inspection or to file a news report about the same,
(h) To deposit the amount of bond as prescribed for compliance with the duty imposed on the granting of any permit or the conditions mentioned in such permit and in case of violation of any condition of the permit, to confiscate all or part of the amount of the bond and for that purpose moreTo designate Ari,
(h) For the purpose of any relevant and supplementary matters, especially entering warehouses, vehicles, boats, aircrafts and conducting searches, confiscating any items found during such searches in respect of which the order has been violated or is about to be violated. ,
(j) prescribing the substance to be confiscated on conviction for contravention of the order, and
(k) Other necessary matters related to this section.
